Before the carbon fiber stap was applied to this 8' block pier, when a force of 330 lbs was applied to the center of the the wall, it failed. Now with the Standard 4 applied to the same wall, it took 3500 lbs to cause failure. As see in the picture below, the wall did not fail because of the strap, but rather a shear fracture through the block.
